During the twentieth century, the African American community has unfortunately been one of the most economically lagging communities of the national population of the United States. Racism is undeniably an essential factor that has deleteriously contributed to the impoverishment of the African American community, yet it is not the sole factor. In addition to the racism that has been institutionalized throughout the twentieth century by both political parties; the state itself; which is an organization of institutions, has also egregiously expanded the impoverishment of the African American community by implementing policies that reinforced the criminality of certain acts.
